What type of glue is best to fix hard plastic action figures?

My 4 year old grandson is bad about breaking his action figures, like power rangers, spiderman, figures like that. I have tried to glue back arms, heads, hands... but the glue just does not take. I have used super glue and gator glue with not much sucess. It holds for a week then is apart again.
